Because of some nasty stuff my windows is corrupted. I luckily had already installed Ubuntu. How would go about setting up my development environment? Does sublime text and eclipse work through wine?

Eclipse runs natively on most Debian platforms. In your case, you should be able to just download it in the Software Centre.

There are Linux distros of Eclipse; no need to use wine. There's also Netbeans and IntelliJ.
