You still don't need 'head' tags to have proper HTML. But 'html' tags are indeed required by HTML (most browsers don't require it though). And while I first thought it wasn't, the DTD (DOCTYPE) is an integral part of HTML as well: http://www.w3.org/ht...tml#the-doctype

The whole point of a `Hello World` program is to introduce people to the new language and the syntax/markup of it. As well as to test that the installation of any required software was correct. So you shouldn't assume anything.
