Whenever, Wherever!

Quartz is now a basic user manager. It's in development atm, but the basic stuff works.
The installer can be found at http://github.com/Sxw1212/Quartz.
I'll make a pastebin once the project is farther along.

Right now it's in development, but the basic API's and frameworks have been completed. Because of the expansive api, there will be a compatibility layer for running Quartz programs on normal computers.
