Overview:
Sure, water mills don't seem like they give much energy, but they do. Each water mill gives at most .25 eu/t. 2 water mills are received when crafted and they run day/night, and doing so would be .50 eu/t at most. That is the same as solar panels because solar panels don't run at night. The problem is having enough space for them and placing them.
V2.0: This program is used to place watermills in a pre-existing water source.
Note: The layers don't connect wires. The bottom layers most likely need a transformer. If the water mill's power travels 40 or more ultra-low voltage cable, the water mill will lose it's energy and be ineffective.

V1.0: This program is used for creating a spot for water mills on land.
A length of 3 is 2 water mills. Each additional increment of 1 to the length adds 2 water mills.
The length doesn't reflect the boarder. It adds another 2 to the length.

- Puts water in the area.
