If you disconnect a computer from a wired network, they still act like they are connected, they can edit files, peripheral.call and peripheral.wrap other devices in the network.
Is this is a bug, please move it to the correct sub-forum and if it's not, My entire network security system is broken.

This definitely sounds like a bug. Could you give us information about what version Minecraft, forge, and CC you are using?

Disconnect physically, or by interacting with the modem?

I think he believes he has to have the computer accessible as a peripheral on the network or it cannot access other peripherals. This is incorrect. If your computer has a wired modem linked to other peripherals it can access them even if your computer cannot be accessed by those peripherals, it is very useful in secure systems
