hardcoding

Hi guys i need help,
i got the problem that programs which work with

os.pullEventRaw()

could be stoped with a disk, which has a startup file on it.
So i watched which Events ctrl + r and ctrl + s are.
I found hardcoding… Does anyone know how it works, and how i set the priority from the computer startup to the higher one?
