[1.6.3][SSP] turtle.placeUp() returns true for Sugar-cane.

Of course sugar-cane can't be placed above the turtle and it is not, but turtle.placeUp() incorrectly returns true. Attempting to place sugar-cane with any of the place-commands will always return true, even when the planting is successful, but also when attempting to place onto cobble, or away from water, or in an occupied space.
