i think it would be cool if a turtle could use a mining laser from IC2 instead of the diamond pickaxe

A lack of hands does not stop someone from using an electronically fired device. If it was implemented as part of the recipe, it would not be terribly unthematic.
But, this (or something very similar) has been suggested. Here, I believe.
That said: this would do better as a peripheral, if it was possible.
