looking for a programer to work one on one for a Jail program .
- need a api
- need to take all players inventory.
- need to derank player so has no slash commands on a server.
skype or teamspeak would be appreciated.

What sort of API do you want? From your request, it looks like you want a program, not an API.
Taking a players inventory may not be possible with CC, at least not without command blocks (or command computers). If you don't have command computers, you must enable the command block API within the CC config.
To derank a player, again, will take a command block. This may not even work, depending on whether or not vanilla command blocks can run the command to derank.
What MC / CC version do you have, what plugins manage permissions, and where can I find documentation on those commands? I kind of doubt a command block is allowed to run them, but it's a place to start.
