On the right side, there is manage poll button. Only when you edit the original post. Click it and enjoy!

Ok, so go the the first post in the topic and click edit. Then click use full editor. Then on the right side you will see manage poll. Click and enjoy!

The boards are configured to only allow polls in certain sections. Programs and General have them disabled, for eg, but they're enabled in other areas, like Forum Discussion, Bugs, the Programs sub-boards, etc.

Now that's a question I'll have to leave to Lyqyd. ;)/> Admin permissions are required in order to change the per-board settings.
