Moving general to a more logical place

The general sub-forum is currently under the computercraft heading (the other being site discussion just to clarify). But the general sub-forum rarely has anything related to cc, therefor I suggest giving it its own category (other/off topic/general).

It's also used by Dan to post announcements about newly released ComputerCraft versions, and is the most sensible place to do so.
