I keep seeing all these posts about ICBM and U.E, i thought ICBM didnt work with CC and that U.E was discontinued? does it work on 1.8.9 or would I need to run an earlier version of the game?

They're probably using openperipheral. I don't think openperipheral is updated to 1.8.9, and openperipheral's methods are… somewhat less than consistent. A program written for one version of OpenP might not work on a different version because the data is returned in a different format, or the function name has changed, or that version doesn't support that peripheral anymore.
