I have seen that it is not allowed to upload malicious code, but is it allowed to make a post like this?:

===================================================
Hey guys,

I have made a computercraft virus / backdoor hack program

<all info about it 'n stuff, download links>

NOTICE: This virus does not harm your computer, it only makes computers with the hackgui able to control it (shutdown, reboot, remote-dir, take files, say that you're being hacked, update the 'virus', get pc information) it is NOT able to delete files.
If you're planning to do this on a server, ASK THE SERVER OWNER FIRST!!!!
I do not take any responsibility if people get mad, I WARNED YOU!
If you don't want anything like this, why are you visiting this page?
===================================================

Is that allowed?

If you have to ask, it's probably malicious.

To clarify I believe the rule tends more towards malicious intent or ease of adjustment to make malicious. As an example of this a while back there was a bug that allowed access to a global table accessible by all CC computers on a server. A program was released that allowed infinite range rednet using this table (prior to ender modems). This table could easily have been abused to claim control of any computer on a server and gain full access to that computer remotely. However, since this program wasn't built to do that and since the step from the hacked rednet to seizing computers would have been a large difference in coding it was not regarded as malicious and was left up.

Your proposed 'virus' sounds very similar to they way the computers work in a server game which is being created: http://www.computercraft.info/forums2/index.php?/topic/26898-server-project-idea-capture-the-base-poc/

as HDeffo said, intent, if it's meant to be a server game (which uses dedicated computers) then I would say that's fine. As a random program though, no.

If you have to add a disclaimer to say that the program someone is about to download is malicious then it probably is not ok.

Just call it a remote control and suddenly you'll be fine, according to what's been previously done on the forums

But seriously, worse case scenario, it gets deleted by Lyqyd

It would be quite stupid for someone to delete that; the whole point of the rule is that people don't want malicious software in their computers. By letting the user know this is malware, they will only download if they want to.

To the person who will approve this post, give your opinion!

Letting the downloader know what it it is isn't the same thing as alerting their victims.
