Where do project proposals exactly go?

So, I've posted in Media, proposing developing for a project, however, Lyqyd closed it saying that there wasn't any media (that's okay and reasonable) but said this too:
OS-related posts should be contained in the OS section, and only posted there when you have code to share.
So, Am I only able to post OS-related things in the OS section, but only when I have all the entire code, which is not small, like at all.
Then, Media has to contain images, Ask a Pro is only for problems (Well, im asking for people, and pros would be appreciated ;)/> ), Tutorials have nothing to do, neither does the general program section, and General is for offtopic things, so, Where I am supposed to post proposals for working on projects?

EDIT: Yeah, just read its the wrong subforum, can someone move to Forum Discussion, please? I maybe clicked the other.

The place I've seen such proposals go is the General forum. It's basically for anything that doesn't fit anywhere else.

PS: This should go in Forum Discussion, not Wiki Discussion.

unfinished projects are accepted from what I understand, just make sure that it's a working beta or something

The thing is that I don't have a beta, or alpha, or even a working thing that crashes with just inputting "ls", Its just the kind of proposal before getting into anything.

general it is then, you can always have it moved to OS later

OS-related posts are only allowed in the Operating Systems section. This is because we had a big problem with them a while back, where multiple sections of the forum were flooded with OS posts. Other content was being choked out. We determined that this wasn't good for the forums, and created the OS section and its rules. If you are interested in having people join your project, the best thing to do is PM the people you're interested in directly.
