Tracking down all the dependencies for Project Red is hard, it seems to have some kind of third-degree dependency for a random library that nobody bothered updating to 1.8.9… are there any compatible mods doing the same thing?

Ender IO's "Insulated Redstone Conduits" work. Use a "Yeta Wrench" to configure them for specific colours at the output end.
Two files are required, as far as I can tell these are the latest versions:
EnderIO-1.8.9-3.0.0.26_alpha /
EnderCore-1.8.9-0.3.0.14-beta

Do either ProjectRed or EnderIO insulated redstone conduits work with the bundled cable API?

As I just said, IRCs do work.
Best I can make out, there's no PR for 1.8.9.
