I and my son love this CCEdu but We have hard to read English .
So I want to translate it . But I could not found lisence statements that allowed such contributiuon to me .
Can I make resource-file for Japanese and publish it ?

Yes. There's nothing that would stop you from creating that. If you don't include any of the files that ship with ComputerCraft/CCEdu, and only include the necessary translation file(s), there are no licensing issues to worry about.

If you don't include any of the files that ship with ComputerCraft/CCEdu…
Is this still the case since ComputerCraft went open-source?

CCEdu has its own license, also I belive that the open source license does not apply to previous versions.
