After seeing what a better palette can look like I decided to look for programs that could change the palette, and as of writing, no programs with an interface for changing colors exist (at least from my searches), so, this is my (very early) take on that idea. (Do not worry about the horrible code as a result of me wrapping my head around 3 different color indexes, it'll be fixed later, haha.)
Version 0.5 provides a hopefully intuitive UI, instructions are on github however.

Download:

pastebin get AMLGnDbd PaletteChanger

It is also on github, at https://github.com/S.../PaletteChanger, where I'll post changes together with updating the pastebin.

Hope you find it useful!

Version 0.5 Released!

This one looks much better and is nice to use and look at (hopefully code-wise too)

Upcoming features mentions compatibility with chpal, and this program would have taken considerably longer without chpal's "–reset" feature for the many times I messed up. Thanks Crazed!

Cool! But unfortunately this only works in the latest beta version 1.80 of CC, right?

Not necessarily the "latest", but it certainly won't work with 1.79 or earlier.
