So if the signup system ever were fixed, is it likely that these forums would become popular again?

It's likely they'd see more activity, though I don't think we'll ever reach the heights of CC's notional heyday. Either way, it's kinda moot, as this is entirely in the hands of Dan and AFAIK he's entirely retired from CC.
