I think Turtle "place" behavior should imitate player as much as possible.
When player place RP2 Transposer it orientates face to player. But when Turtle place it forward or down orientation is opposite, Up is even worse.
Please repair it.
As a fair note RP2 own Deployer works good horizontally, but fails up and down.

This is pretty much unavoidable. A bug fix in forge means that we had to place some orientations as if they were placed on the turtle if there was no block to place on (the same fix that affects red power deployers). It is annoying but neccesary I'm afraid. If you want correct placement ensure there is a block to place on first, or move the turtle to get the orientation right.

If it unavoidable why Turtle and Deployer behave differently?
When placed forward adjacent block helps to have right orientation. Up and down it does not help.
May be some trick with simulating fake block in the place of air can help with right orientation of deployed block.
I hope it is not impossible.

Have you seen how deployers work in versions of forge over 152? They are broken. That is what would have happened if we hadn't had changed to this type of placing.
However, can you take screenshots to demonstrate how it should be placed, and how it is placed now?

I use 3.3.8.160 and did not realize Deployers broken without your note.
Left example is how Player places Transposers (and Turtle should).
Middle example shows Deployer places it on support (horizontal good but vertical bad).
Right example shows Turtle's placement with support (horizontal good but vertical bad again).
Second picture shows Deployer broken without support and Turtle bad Turtle's placement without blocks nearby.
