[1.43][SSP] Turtle can't place lever above blocks.

When a turtle tries to place a block which has to be attached to another block (like a lever or button), and there is already a block directly below where its trying to place the block, the turtle fails to place it. It works if there is no block in the space below where the turtle is trying to place the block. It also works if there is liquid below where the turtle is trying to place the block.
