the turtles should send a computer (through rednet) an image of what it sees. like a camera.
then the computer could send that image to a monitor.
it would be really helpful when mining remotely
could use the code from cctv camera mod (with permission of course)

This is in the wrong forum and disregards the rule of suggestions forum, search for similar suggestions before posting a new topic.
Long story short, there are dozens of threads suggesting that turtles be equipped with CCTV cameras. It's not gonna happen, partly because CCTV is already fully compatible with ComputerCraft. If you want CCTV cameras, then install CCTV alongside ComputerCraft and have your turtle carry a camera it can place and then dig.

Doing some testing with 1.2.5 CC and CCTV mods firstly they are compatible ofc.A turtle can place a CCTV camera but you have to manually cycle through cameras to find the one the turtle is using. That would be fine if you have only a few cameras but if you have many it would be come a pain really quickly.
a peripheral that had cameras that interacted with Computers and could have there direction angle up down left right and zoom control from CC would be very useful be not as an inbuilt function in turtles. also having frequencies that can be set from CC computer to turtle so you don't have to alter your monitor etch time your turtle digs then places the monitor.
I think it is a great Idea for a peripheral not a in the main mod.
