Well, Android is coded in java and uses java for it's programs, so I do believe PE is in java :o/>/>
On iOS it's another story as that uses xCode.

If you want to make mods for PE you need to keep releasing .apk files and it's also illegal because you have to pay for MC-PE.

Android is actually coded in C. You can have Native apps on android, and I'm pretty sure it is a native app.

What else would you get besides Android? A slow, out of date, overpriced iPhone that doesn't even have 4g speeds?

IPhone 5 will have 4g and stronger battery (in December when released).
The IPhone is probably the best with updating and the quality makes it just worth the price.

And when it does, the others will have something better. I've had a couple iPhones, just replaced them with a Samsung Galaxy S2, best move I ever made. Its so much a better phone(in every aspect). I will NEVER get an iPhone again, they are way over priced for what you are getting compared to what you could be getting.

Hmm you can mod anything that the developer will let you mod. Doesnt matter what language that they code it in either, just as long as the developer adds in modding support. Which they can also choose any language for the mod to be done in.
Look at WoW, its not programmed in Lua but all of the mods are done in Lua… Its 100% upto the developer.
