Stopping The RedPulse Program

Hi, I run a tekkit server 3.1.2 CB 1.2.5, with computercraft and it seems that aside from people who love the good things about computer craft there are the people that feel the need to login and rush a computer to type in that same code I'm unsure if i should put into here as its malicious, anyway, the rs.getInput etc etc they slap 3 redstone one on each side run their program drop a torch and server down, now yes its easy enough to restart but when an admin or someone with console access isnt on the server can be down for long periods of time, I've looked up ways around this and tried about 3 things none seem to work, recently i heard to edit mods/computercraft/computers/lua/rom/startup i dont have this "startup" file after rom so whatever that means. I've deleted redpulse program and http is disabled, I'm unsure what else i can do about this, any tips or help would be nice.

I know tekkit is a dead modpack but everyone i have is wrapped up in 3.1.2 and they dont want to upgrade so i will remain. Is it possible to update computercraft only and it will still work for 3.1.2tekkit and cb 1.2.5 or do i need to upgrade everything?

You must update everything.. we have the technology!

You'd have to update it all together. You might be interested in checking out one of the Feed The Beast mod packs, if you want to stick with the modpack thing.
