So I would class myself at an intermediate level with lua and was wondering if it would be possible to display on a monitor the TPS of a server, my initial thoughts would be display on HTML then format on advanced comp the to monitor, was just wondering if there would be an easy way to display this.

Let me get this straight. You want to display HTML on an advanced monitor? Yes, that's possible.

It's possible, but probably a LOT of work and not all that useful. Mucking with HTML is certainly not *easy*.
Why html?

If you own the domain, you can make a plain page with only the TPS. This would be done via php ofcourse, but you would get the TPS easily, without formatting everything
