Don't understand why new members can not create threads, kinda dumb in my opinion, but whatever.
My question:

I want a simple way to have a program grab pastebins and move them onto a computer. This is useful for an install program I am trying to create. Is there any way, or alternatives?

yes, for every computer/turtle in minecraft there is a corresponding map in your worldsave with all it's programs. they are in [worldname]\computer\[computernumber]. If you drop a program, file or whatever in there, it will be visble on your minecraft computer as a program.

sometimes you can't see the computermap untill you wrote your verry first program on that computer.

To reduce spam, anyways, like blipman17 said, go into your saves folder, make sure the file doesn't have a .FILETYPE, if its .lua, you'll have to type in FILENAME.lua every time, which personally I find annoying, so I'm guessing you will to, though blipman17 said 'sometimes' its actually 'all the time'. If your on a server, and you do not have access to the world files, your out of luck.
