i want to make a program where a turtle will follow you around minecraft and baisically act like a dog and will protect you from monsters or mobsplease help me with this

First, you can't make the turtle follow a player (at least not in a reliable way with CC only). There's already a topic asking that same thing, please search the forums before asking.
And second, turtles can't protect you from mobs, they can't do damage to anyone (aren't they nice :)/>/>).
So, without any peripheral, you can't do this. And the turtle attacking thing is not possible even with peripherals.

Well, they can't move. In theory, if they could follow you there is a number of ways they could act as protectors and fight mobs. They could build shelters, walls, stairs, bridges, ladders, or pittraps quickly, or with enough if them, they could just assemble into a wall. For combat, they can place a block deployer, a purple pipe, and then drop a lava bucket to make a instant lava fall in the air. Or they can just place and detonate TNT for carpet bombing. Or if you are caught on fire, you could have it deploy an ice cube and torch.

Have you tried turtles?
Turtles can move and place and dig blocks, so you can make most of the things you said.
The problem is following players or other mobs, since you can detect (in a certain way) if it's in front of it, but if you move to fast it wouldn't be able to detect if you don't go in a straight line. Attacking mobs, well… it can't do it directly, but with tnt it would be possible, although a little dangerous for the surroundings :)/>/>
