Shell, Os, gui or api?

I am writing a program which has a desktop background and icons for other programs. It will also have menus to do things like shutdown or reboot. I need help with the name. Is this a shell, GUI, os or API. What is the difference between all of them and what do they mean. Thank you.

Have you run those terms through google to find the definitions?

By this forum's definition of an OS, it'd be an OS, though I'd just call it a desktop environment.
