Detecting if a chest is longer then 10secs empty

Hello, I am very new to CC and I have a question:
Can I detect if a Ender Chest is empty? I need that to know when my quarry is done mining (then the turtle moves it)

Yes, if you attempt to suck from an ender chest into an empty slot and you don't get any items, the chest is empty.
