Hello, is this the right place to ask for help if I am planning a banking system in my server?

This is the place for programmers with a non working code to get help on how to fix it. So, no if you are just planning it (if your question wouldn't be, said, "Is it more effective to use #string instead of string:len() ?") Try to get help by PMming programmers around here or asking in Idea exchange.

no. if you want help General is the place to ask. Ask a Pro is about getting help fixing problems that you've tried and tried to fix but are struggling with. Generally we prefer if you post your current code and a description of how it works and what is wrong with it, whether that's an error (error messages are important!), or just unexpected behaviour.
