I've searched the documentation and the forums and can't find an answer. I have several turtle programs that I want to make available to my entire server. Is there a way to make a "public" directory to put programs in, or do I just need to upload to pastebin and share the link?

No not from what I know, although you can make a file server? which I made on my server (be sure to put a world anchor next to it to keep it loaded!)

If you have server level access, you could use a
resource pack.
If you don't, your options are rather more limited. You could share Pastebin IDs. Or, if you only want to share in a small area, you could
network all your systems up to a single disk drive, and put the scripts on that.

On that note, how do you make a mod pack? that will incorporate new programs? As I really don't know :/

If by "mod pack that will incorporate new programs" you mean a way to distribute a bunch of scripts that - when installed - will be available to all computers by default, then take another look at that resource pack link I put above.
If you meant something else, please elaborate.
