Can i use Computercraft 1.6.3 for minecraft 1.7.10 or will there come version for it.
If so, when will it come?

Currently, you can only use the beta for 1.7.10. AFAIK there will be no further development on the 1.6 versions of Minecraft.

The current beta is for 1.7.10. 1.63 will not work, though.
