is there a program that i can make a really nice gui i have been working on Mine7 (its my os :P/>/>) but i really want a nice gui for it please help

You could always program it yourself! Many people here on the forums would be willing to help you through the process, I'm sure.

As far as I know, there is no program out there that generates GUIs, however.
There are APIs that can help you out, though!

I'm not doing much so I will make it for you if you want…and do you want a menu for the top bit?
