CCTweaks has an option to disable turtle 'verbs' such as 'inspect'. I don't know if that fulfils you're requirements though.[/Shameless plug]
If you have a permissions problem (turtle's griefing other people's stuff) I think Dan added an permissions API that allows you to prevent blocks being broken.

Indeed, though it's currently still in beta, and I don't think anyone's actually tested it yet…

Hello, sorry for the very late answer.
I would like to prevent turtle to break certain block, because he don't damage his tools and he break very fast.
I'm also interest with the anti-grief, I will read about that.
