Is it possible to have an API on turtles that acts like a right click, something like a machine in tekkit (can't remember the name) that can be used to fill buckets.

If I remember correctly having a bucket in the inventory of a turtle and using turtle.place will fill the bucket. I might be completely wrong though.
For the most part there is no way of actually simulate right clicking.

I remember the same. Also I remember, something like a bukket turtle, which is just a turtle crafted together with a bukket. Although I think this was added by some other child modIf I remember correctly having a bucket in the inventory of a turtle and using turtle.place will fill the bucket.
