Chatboxes with MoarPeripherals

Hi,

Okay, so I know this is impossible but it is worth a shot.
So, My friend is constantly annoying me and talking in caps and I want to mute him, however, I am not OP and the OP's won't mute people without some kind of offence being caused. So I was thinking, chatboxes intercept chatbox_commands for the event, but is there a way they can intercept chat_message's for an event?

As in, prevent the chat from appearing to everyone normally? No.
