Can Turtles Count As Players?

Sorry if it's a stupid question. In my groups little server, I always end up being the railway guy. I love the idea of having something else digging tunnels for a change but I need to create massively long tunnels. Is it possible to make a turtle that counts as a player so I wont have to follow it and the chunk will stay loaded?

step 1
scale up your plans to the point that a group of turtles can complete the job faster (for example a 2 way stone-brick walled 5x3 well lit tunnel with detector-rail powered boosters every 35 blocks, sky lights, and way-stations with beds, furnaces, crafting benches, and chests)

step2
gather resources and implement plan (turtles can help with that)

step 3
try to keep up with turtles and pick up the stuff they will drop cause their inventories full
