I need a computer to check if an energy cell is empty, than send a rednet signal and a computer that when i type the name of a program, to tell me if the energy cell is empty or not

Well, first you'll want to learn a scripting language called Lua. I suggest starting with this tutorial series; you'll want to go down to at least "functions", just for now.
