I wanna learn like a step by step on how to make a program that counts how much electric is in a batbox without going to the batbox and how much fuel is in a tank without going to it it would be nice to learn that

How do you plan on measuring these values? Because CC does not come with any kind of sensors in tekkit, as far as I know. If you can either (1) estimate the values or (2) convert the values into red-stone signals, then we can help.

Check out this peripheral: ccSensors

It offers a new API that allows you to gather information from the world around you, like how much electricity is in a bat box.

if you know the get input commands you can use the redpowermod sensors to control this and send it to the computer
