It requires an advanced monitor, advanced computer and miscperipheral's chatbox. To run it use monitor <monitor side> chat <chatbox side> <lines of history to keep>.

In depth instructions:

to get the chat program type this into the computer: pastebin get DEhS9BXJ chat
place your golden monitor on the golden computer (any side)
place a miscperipheral's chatbox on any side of the same computer (a miscperipheral's chatbox is a block from another mod)
to run the program type: monitor <monitor side> chat <chatbox side> <lines of history to keep>
