You mean the 1.8 version to work on 1.7.10? I mean it's possible, but largely improbable that you could do it. It could be impossible actually if the mod requires things that are in 1.8 and not 1.7.10.

PS. I thought forge was supposed to make mods compatible with all versions of minecraft.

No mod, forge included, updates old versions to have the same capabilities of new versions.
