I have a Thermal Expansion Portable Tank in front of my Mining Turtle. The turtle has a few empty buckets on him. How do I fill the buckets from the tank?

Try using

yeah, no. turtle.place() and turtle.drop() didn't work. <_</>

Sounds like you'll need to make use of a Liquid Transposer as a go-between device.
