are you on a server with bukket? if yes then this is a known issue caused by bukket

To my understanding, this is a problem with Cauldron specifically.

Yep, it is.
From my understanding, it is actually due to the fact cauldron uses a out of date version of forge (fixable). I know Dannysmc fixed it on his server at one point by manually updating forge in cauldron, and I fixed it on one of mine by upgrading to KCauldron (KCauldron is just simply Cauldron with bug fixes and newer forge version).
