[indent=1]I am interested in writing custom programs and was curious what format help files are written in? Are they just text files, is it in table format?[/indent]

They're text files. You can see them for yourself if you extract the ComputerCraft mod archive (bearing in mind that jars are simply zips with a different file extension); or, you can check one of the online repositories that mirror the bulk of CC's files. Eg.
