Is there a way to make a program that can edit it self and make itself better? and possibly make more programs.

Yes.
To expand on Bomb Bloke's answer, yes it is possible, but very difficult. Your first step would probably be to look into neural networks and see how they work. In fact, someone made a neural network API for computercraft awhile back:
