Can I change the ">" thing which appears when i want to write command to any other string?

Editing rom/programs/shell will let you change that character.
Unfortunately this can't be done in game. You can either modify the file within ComputerCraft.jar or copy it from ROM and create a new version. The new version would not be used by default, you would have to execute it at startup.

I thought it can be done with a texture pack?

actually these two ">" are other things because the input suffix is coded in shell program as Yami said and this one on block is just a texture that indicates that computer is running

I believe he meant that a texture resource pack is another way of modifying the shell program.
