Is there and command that undoes changes made by the turtle the same way as "Undo last program" button in ComputerCraftEdu does?

No, that specific feature is CCEdu-exclusive. You'd need to either write your own code to reverse the turtle's steps, or just move the blocks around with your own character.
For this reason, it's generally a good idea to develop turtle-related scripts in Creative mode.
