I am attempting to make a courier turtle system to transport packages to different parts of my server.

I do not know whether it is safe to use turtles for this as they could enter an unloaded chunk and disappear. Is this a risk? Could I have tutrles travel huge distances?

This is indeed a risk. Turtles will shut down in unloaded chunks. So you'd want to stay close to them, use world anchors or use the worldloader turtles from MiscPeripherals.

turtles dont load chunks
but they cant move into a unloaded chunk, it will just return false
they can be unloaded if a player moves out of range and the chunk is unloaded around the turtle
i would suggest you use miscperipherals for a courier system
just dont let it keep going .-.

As others have said, they only way to do this would be to user Misc Peripherals.

Boss Nomad is right about them not disappearing, as well.
