Redpower appears to have a light sensor block, but I'm not sure how it works. I tested it and it appears to give a redstone signal regardless of what time it is. It'd be nice if someone else could shed more light on the subject.
Also, you'll usually have to wait more than seven minutes for a reply. As someone else stated before, this isn't an instant messenger.

Just looked it up, you apparently have to hold shift and right-click the light sensor with a screwdriver or sonic screwdriver to change it's accepted light level to emit a redstone signal. By default it's 1, and it changes to 5, 9 and 13 respectively. Daylight is 15, and moonlight is 4, so 9 or 13 should do the trick.

Or you can have a code check the minecraft time and change it accordingly.
