A turtle can detect/compare() a leaf block that was placed by a player. However, sticking the turtle in front of a leaf block on a tree the compare() returns false. This intended?

No. It's because the leaf blocks that aren't placed by the player have metadata indicating their decay. Hopefully this will be fixed in the future…they are working on it.
