Charge Station

I recently installed this mod for my single player world and i was messing around with the turtles when i noticed i cannot make a charge station. i thought it was part of the computercraft mod and i am wondering if someone can tell me if it is or not. If it is then i will have to uninstall everything and try again… or if it isnt can someone direct me to the mod it is in?

You need the IndustrialCraft2 Mod.
